Amends the State Finance Act. Creates the Opiate Antagonist Bulk Purchase Fund. Provides that the Fund is created as a special fund in the State treasury. Provides that the Fund shall be used by the Department of Public Health for bulk purchasing of opiate antagonists. Provides that the Fund may receive gifts, grants, bequests, donations, and moneys from any other source, public or private. Grants the Department of Public Health rulemaking powers. Effective immediately.

Provides that the Fund may receive gifts, grants, bequests, donations, and moneys from any other source, public or private. Grants the Department of Public Health rulemaking powers. Effective immediately. House Amendment 3 Replaces everything after the enacting clause. Reinserts the provisions of the introduced bill with changes. Grants the Department of Human Services (rather than the Department of Public Health) the power to use moneys in the Opioid Antagonist Bulk Purchase Fund and to adopt rules necessary to administer the Fund. Effective immediately.
