Governor Pritzker Delivers State of the State/SFY 2025 Budget Address
On Wednesday, February 21, 2024, Governor JB Pritzker delivered his combined State of the State and State Fiscal Year (SFY) 2025 Budget Address to a joint session of the Illinois House and Senate. The Governor's SFY 2025 budget proposes $52.933 billion in state revenues and $52.695 billion in state spending. This represents an increase of $752 million (2 percent) in spending over SFY 2024 estimated spending.

Illinois Gaming Board Reported $1.5 Billion in Gaming Revenue for 2023
At the Illinois Gaming Board’s first meeting of the year, it reported that the State and local governments earned more than $1.5 billion in tax revenue from Illinois’ 15 licensed casinos, more than 46,000 video gaming terminals and 13 sports wagering operators statewide in 2023.

Second Funding Opportunity for the Energy Efficiency Block Grant Program
The Illinois Environmental Protection Agency's (IEPA) Office of Energy announced a second round of grant funding with $2 million available for the development of local strategic energy plans. Under the Energy Efficiency and Conservation Block Grant Program (EECBG), grant awards ranging from $25,000 to $150,000 will assist eligible municipalities or counties in implementing strategies to reduce greenhouse gas emissions, reduce total energy use, improve energy efficiency in the transportation sector and build a clean and equitable energy economy prioritizing disadvantaged communities.

Mary Killough Appointed New Director of Illinois Department on Aging
On February 13, 2024, Governor JB Pritzker announced the appointment of Mary Killough, a lifelong advocate for seniors, as the next director of the Illinois Department on Aging (IDoA), pending Senate confirmation. Killough currently serves as Vice President of Operations and Government Relations for AccentCare, a national leader in home health and hospice services. She previously served as Deputy Director of IDoA from 2011-2015. Killough, a licensed attorney, has over 30 years of experience serving Illinois’ senior population.
Free Income Tax Preparation Assistance Available
County officials may want to share with their constituents that free income tax preparation is available through several trusted programs across Illinois for qualifying taxpayers needing assistance filing their 2023 income taxes.
The Internal Revenue Service (IRS), American Association of Retired Persons' (AARP) Foundation Tax-Aide Program, and the Ladder Up Tax Assistance Program (TAP), provide free basic income tax return preparation with electronic filing to qualified individuals in select locations statewide.

$18 Million in Grant Funding through the Illinois Works Pre-Apprenticeship Program
On February 15, 2024, the Illinois Department of Commerce and Economic Opportunity (DCEO) awarded over $18 million in funding to 36 recipients, serving 1,700 community members statewide, to expand the Illinois Works Pre-Apprenticeship Program. The program creates a qualified talent pipeline of diverse candidates in construction and the building trades.

Illinois Transit Providers Receiving New Paratransit Vehicles
On February 15, 2024, the Illinois Department of Transportation (IDOT) announced that more than 500 paratransit vehicles valued at $57.1 million have been awarded to 113 transit providers through its Consolidated Vehicle Procurement Program, helping to offer safe, reliable and accessible transportation options in communities large and small throughout the state. The vehicles will be delivered to public transportation providers as well as nonprofit organizations serving seniors and individuals with disabilities.
